Is best practice forecasting solely about techniques and the implementation of these through best-of-breed software packages, or are these merely a step towards best practice?  Does best practice itself involve the wider adoption of a forecast process within a business together with the associated cross-functional interfaces and their wide and varied relationships - a forecast culture?
